SAR assured of continued stability, effective governance under ‘one country, two systems’

Zheng Yanxiong, director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region, gave a keynote speech at a Legislative Council luncheon on Friday, delineating six steadfast principles and six areas of adaptation, with profound implications for the SAR’s administrative, legislative and societal domains.

Emphasizing continuity, he underscored that “one country, two systems” remains unchanged, serving as the foundation bedrock on which the city’s governance thrives.

In the past year, the SAR has diligently fulfilled its constitutional responsibilities under Article 23 of the Basic Law, rectifying longstanding deficiencies in national security frameworks dating back to the city’s reunification with the motherland 27 years ago. The milestone reached has enabled Hong Kong to refocus on robust development goals. Despite concerted efforts by external forces to misrepresent Hong Kong’s adherence to “one country, two systems” as a transition toward “one country, one system”, Zheng reaffirmed the central government’s resolute commitment to upholding the former, countering such assertions with authoritative rebuttals.

President Xi Jinping has consistently championed the full and accurate implementation of “one country, two systems” on various occasions. The effective implementation of the National Security Law for Hong Kong has further fortified the SAR’s legal framework and business environment -- a cornerstone in safeguarding stability in the community.

Hong Kong’s rise in the rankings of the IMD World Competitiveness Yearbook 2024 -- now fifth globally -- serves as tangible evidence of the city's resilience and enduring competitiveness on the international stage.

Referring to the historical legacies under colonial rule, Zheng highlighted the challenges left by previous administrations, particularly the disruptions in the Legislative Council following the handover in 1997, necessitating reforms to restore order and efficiency. The creation of a Hong Kong legislature comprising patriots marks a pivotal step toward enhancing governance efficacy and stability.

Besides affirming Hong Kong’s autonomy and robust legal structures, the liaison office chief underscored the SAR’s continued vibrancy as a world financial hub, fostering global exchanges in commerce, culture and innovation. Leveraging its unique status as a bridge between East and West, Hong Kong remains poised to maximize its global connectivity and economic potential.

Zheng’s attendance at the LegCo luncheon reflects the central government’s recognition of Hong Kong’s progress and dedication to further enhancing the SAR's governance framework. Moving forward, stakeholders in the city will collaborate in advancing a shared vision of prosperity and stability under the guiding principles of “one country, two systems”.
