New Territories voltage dip investigated

HONG KONG – Hong Kong authorities urged CLP Power Hong Kong Ltd on Sunday to determine the cause of the voltage dip in the New Territories and enhance its power supply system to prevent any repeat of the incident.

The Environment and Ecology Bureau said in a statement that it was very concerned about the voltage dip that happened at the CLP Power's 400kV overhead line power supply system connecting Yuen Long and Shenzhen on Sunday morning.

According to CLP, its overhead power supply system may have been affected by the unstable weather at the time to the incident, during which a Thunderstorm Warning was in force

“The Secretary for Environment and Ecology was of the view that CLP Power should not wait until the completion of the review for its result, but should enhance the capability of power supply system, particularly the lightning protection capability of 400 kV overhead line towers, as soon as possible,” the statement reads.

According to CLP Power, its overhead power supply system may have been affected by the unstable weather at the time to the incident, during which a Thunderstorm Warning was in force.

CLP Power said it received power interruption reports from individual buildings. The Electrical and Mechanical Services Department requested it to identify the cause of the incident, formulate improvement plans and submit a detailed report within four weeks.

Due to a voltage dip in Wong Tai Sin on June 12, Secretary for Environment and Ecology Tse Chin-wan earlier indicated that CLP Power should examine its company culture and management system, identify the root causes of the problem, and make fundamental improvements.

He also requested CLP Power to allocate resources for an independent consultant to reexamine all voltage dips and power supply interruptions in the last three years, conduct a comprehensive review of its management system, and make recommendations on how to enhance power supply stability and reliability.
